IMSA has leveled the playing field in GT1 with Competitor Bulletin #06-14
Now both the Corvette and Aston Martin have a minimum weight of 1150 kg and max 100 liters of fuel.  Clap

But doesn't Competitor Bulletin #06-1 still hold, that they can adjust the weight / fuel capacity in the interests of 'performance adjustments'?

Yes, #06-01 will still hold, giving them the ability to adjust.  The new bulletin simply puts them back to where they were in regards to fuel and weight.  The Astons still have the larger restrictor to give them the advantage over the Vettes.  If IMSA were to resize that, they would issue another bulletin for that as well.  They can't just say "Refer to competitor bulletin #06-14 for current rules".  Every time something is changed, a new bulletin is issued.

I've just read that the ALMS will only have two "Performance Adjustments" for the entire 2007 season in GT1 !

From the ALMS web site:

"The sanctioning body has announced the seventh "performance balancing" adjustment of the season for Laguna Seca, and consequently the Corvette C6.Rs and the Aston Martin DBR9s will both race in compliance with the ACO weight regulations at 1,150 kg (2,535 pounds). However, the Corvettes are still handicapped with a 1.1-mm smaller engine restrictor than specified by the ACO regulations, a penalty of approximately 35 horsepower." (emphasis added)

Aston Martin won some battles but Corvette won the war! After all the Performance Adjustments throughout the year, it was still an outstanding battle all year and in my opinion stole the show for some of the races.
